Migration Student Guidelines
Spinghar Institute of Higher Education (Nangarhar) accepts the transfer of students from inside and outside the country in accordance with the principles of the Ministry of Higher Education and following the curriculum of the relevant faculties. The institute outlines the various conditions, timelines, processes, financial aid, and document evaluation stages for transferring students from foreign countries in a detailed and procedural manner for those students who want to transfer to the relevant faculties of SIHE. To be eligible for the transfer, the following conditions must be met, and the relevant mandatory procedures must be completed.
Conditions for the Transmission of Internal Students:
- Newly enrolled students cannot transfer to another higher education institute before the completion of one semester.
- Final year students of relevant faculties cannot transfer to another higher education institute in the same province.
- Transfer from a private higher education institute to a private university is not permitted in the final year of studies.
- Transfer from private higher education institute to government higher education institute/university is not permitted.
- Transfer from government higher education institute/university to private higher education institutes can be done by completing the following steps:
· Completion of the transfer form
· Agreement of the private higher education institute
· Transfer only to the same faculty, department and semester.
- Transfer from one private higher education institute to another private higher education institute can be done under the following conditions:
- Completion of the transfer form
- Agreement of the higher education institute.
- Transfer to the same academic department and semester
- Having the right to continue higher education.
- Having no more than two failed subjects.
Transmission Deadlines:
Student can transfer only once in the academic period or course of studies, this transferring takes place once in a year during the winter holidays in the month of (December & January) (Jadi & Dalwa).
Internal Student Transferring Process:
If a student meets the above conditions and wants to transfer Spinghar Institute of Higher Education in the mentioned times, then the following process is mandatory for the transfer.
- Transfer Form: Acquire the transfer form from the Ministry of Higher Education or the respective higher education institute.
- Agreement from Current Institute: agreement or approved the transfer form from the institute where you are currently studying.
- Agreement from SIHE: agreement expression for the transfer from SIHE.
- Submit the Transfer form to the ministry: Submit the completed transfer form to the Ministry of Higher Education after receiving agreements from both higher education institutions.
- Receive Initial Transferring Letter: Acquire an initial official transfer letter from the Ministry of Higher Education and submit it to the institute where you are studying.
- Prepared and Submit Academic Records: The respective institute will be prepared your completed semester transcript and other educational documents and send to the ministry of higher education through official letter.
- Receive Correspondence (Secondary Letter) from the Ministry: The Ministry of Higher Education will release a secondary official letter to the new higher education institute where you want to transfer your academic period, along with the necessary documents for transfer and enrollment.
- Enroll and refer to the class: Introduced to the relevant class following the internal enrollment process.
Conditions for Transferring Students from Foreign Countries:
Those students who are Afghans or citizens of foreign countries and want to transfer from respective higher education institutes/universities outside the country to Spinghar Institute of Higher Education (Nangarhar) must meet the conditions and related processes:
- Students have the right to continue their studies in the relevant faculty and department.
- The institution from which the student is applying for transfer must be legally recognized in the relevant country.
- Confirmation of the student’s from the ministry of higher education and foreign affairs of the host country.
- The political and consular representation of the Islamic Emirate of Afghanistan in the host country must provide verification.
- The student's educational records must be confirmed by the Ministry of Foreign Affairs of Afghanistan.
- The academic record should be approved by the foreign relations department of the ministry of higher education and refer to Kabul Medical University for the transcript and curriculum equivalency.
- The Kabul Medical University will equivalence the transcript with its curriculum and find out the remaining subjects and credits.
- After the equivalency refer to the ministry of higher education.
- After this, student refers to the SIHE regarding transfer agreement.
- After agreement the Ministry of Higher Education will officially introduce the student to SIHE.
Transfer students are obliged to follow and complete the credits in the second higher education institute based on the regulations of the Ministry of Higher Education, which have been determined by Kabul Medical University and the curriculum committee of the institute. .
