The Academic Council of Spinghar Institute of Higher Education (Nangarhar) is the highest decision-making authority for the purpose of betterment of Institute and standardization and correction of teaching, research, and academic affairs of the institute. The invention, composition, meetings, functions, and powers of academic council are defined by the orders of Articles 16, 17, 18, and 19 of the Civil Higher Education Law of the Ministry of Higher Education.
The Academic Council of Spinghar Institute of Higher Education (Nangarhar) is composed of the Head of the Institute (Chancellor) as the Chairperson, the Vice-Chancellor’s of the Institute, the deans of the Faculties, two lecturers from each Faculty, and the Heads of some important and basic Departments based on necessary as member of council. The Head of lecturer Affairs is appointed as the Secretary of the Council. The Academic Council holds regular monthly meetings according to the approved schedule, the extraordinary or special meetings of the Academic Council are held when there are pressing issues or emergencies that require the immediate attention and decision-making of the Council members.
Duties and Powers of the Academic Council:
1. The Chancellor of the institute proposes the appointment of vice-Chancellors.
2. The academic council designs and arranges its higher education and academic research policy, and proposes it to the relevant
authorities.
3. The academic council creates and evaluates teaching lesson plans and academic-research programs.
4. The academic council designs and proposes development plans.
5. The academic council monitors the implementation of its educational plans and programs.
6. The academic council reviews and proposes the establishment, development, analysis, affiliation, integration, or merger of
faculties and departments.
7. Proposing the modification, extension or termination of memorandums of understanding and subcontracts.
8. Overview and proposal for conducting undergraduate academic programs.
9. The academic council decides on the proposal of appointing or termination a member of the academic staff.
10. The academic council evaluation of academic promotion, determination of academic ranks and their approval.
11. The academic council evaluating the academic activities of the relevant faculties and submitting a report to the Ministry of
Higher Education.
12. Vice-Chancellors, head of Publications, Central Library, Center for Information Technology, Center for the Coordination of
academic Research, Center for Master's and Doctoral Programs of Higher Education Institute and quality improvement and
evaluation of activities to find ways of improvement in this area.
13. Approval of the Honorary Diploma and its award in case of an active doctoral program.
14. Formation of special committees and delegation of certain powers to them.
15. Recommending draft and amendment of bills and approving related procedures.
16. Fulfillment of other duties listed in relevant legal documents.
